An unshakable, iron will. A man who never lets his emotions get the better of him. The very picture of a seasoned, hard-boiled detective. These are all things that Shotaro presents himself as. It only takes about five minutes of knowing him to realize he's the complete opposite.
Shotaro can be better described as "Half-Boiled" as his partner so affectionately dubbed him. While he looks up to and aspires to be the stalwart detectives of his novels, his talents and expertise fall elsewhere. He's emotion driven, stubborn and impulsive.
Not everything is black and white to him. Much to his partner's dismay, Shotaro is known for showing a remarkable amount of compassion to those around him, including the villains and culprits found guilty in his cases. Depending on the case, Shotaro will often try reasoning with the enemy before fighting. Shotaro has a very strong sence of right and wrong, and believes in upholding justice. Even if sometimes, that justice is on the other side of the law. He has taken cases for criminals before, usually with the stipulation that once he's done, they have to turn themselves in, in return.
Don't mistake Shotaro's sentimentality for weakness. While his softer side has gotten him into trouble (and beaten up) it's often that this sort of thinking that serves as their trump card against the forces of evil. In a way, Shotaro embodies a lot of what is human potential. He has many flaws, he's unpredictable, and incredibly emotional, but at the same time he's determined, stubborn and unyielding. His dedication towards upholding his views, his desire to protect those around him, and to make good on his late mentors expectations, are often half the striving force behind he and Phillip's victories. In a world that's obsessed with becoming super powered, godly, and removed from humanity, Shotaro shows that being human is enough to get the job done.
True to human nature, however, Shotaro has plenty of flaws. He's got a temper on him, and he can be terribly impatient, often shouting his discontent for all to hear. He's transparent, and incredibly terrible at hiding his feelings (and has the worlds worst poker face). He's brash, to the point that his partner, Phillip, can pinpoint the exact expression he makes before he goes off to do something incredibly stupid. He also doesn't know when to back down from a situation. He doesn't like being belittled, or having his credibility questioned. Which sadly tends to happen a lot.
Despite all of the above, Shotaro is actually a very good detective. He knows Fuuto like the back of his hand and utilizes a number of resources to solve his cases. He may have the assistance of a human search engine, but he is generally the one that has to find the correct keywords to find that information. When it comes to confronting the culprit, despite whatever reasoning he tries, he still always prepares to be unsuccessful and he knows when to cut the crap and take down an enemy. He's hopeful, but he isn't naive.
Despite a nasty underworld, and a penchant for the seedy to overwhelm the innocent, Shotaro is still fiercely dedicated to Fuuto and protecting it's citizens, whoever they may be. He takes being a Kamen Rider (a masked protector, essentially.) extremely serious, and doesn't stand for anyone who would sully that name or title. That, and the wishes of his late mentor, whose death still to this day, weighs heavily on him, are the source of Shotaro's unyielding determination.
On a lighter note, Shotaro is extremely fond of the retro. From his dress to the way he decorates his office to the objects he uses everyday, you'll be hard pressed to find something not out of the 20's. He does all his reports on an old fashioned typewriter, his office phone looks like this and even the way he dresses is obviously influenced by styles of the 20's. Really, what this amounts to is that Shotaro is a giant nerd who just really likes detective novels, Noir, and the typical 1920-40's setting in which it all takes place to the point that he fashions his whole life style after it.
[SPOILAR TERRITORY]
His canon point is going to be post series, and it's important to note how the last arc effected him. As of episode 49, Shotaro lost his partner and spent a whole year fighting as Kamen Rider alone. Phillip's death is something he never got over, and even a year later he said very clearly that no, he isn't strong, he's just barely holding on. Still, there's something to be said for how stubbornly he did cling to his determination and still had the will to carry out Phillip's last wishes, which were to save his sister, and to continue protecting the city as Kamen Rider.
At the end of the episode, it's revealed that Phillip survived and spent the year recovering. When he's finally able to rejoin Shotaro, the relief hits him like a truck. They are shown fighting together at the very end just like they always used to. This is where a little headcanon comes into play, since we don't see anything beyond Shotaro's initial reaction. He's better. He could be described as being light as a feather, even! Because he regained a part of him that was lost, but he'll always remember what it was like to fight alone.
[Abilities / Strengths & Weaknesses]:
Shotaro's "Half-Boiled" nature can be considered both his greatest strength and fatal weakness. It almost always serves to get him into trouble when he's too sympathetic with a culprit. However, it's also something people just don't expect to make the difference in a fight. He's considered the "wild card" by many for this very reason.
On top of that, Sho is a pretty good fighter and can hold his own in a fight without needing to transform. He's also sharp, when he needs to be, and incredibly resourceful.
[Limited Powers]:
Shotaro and Phillip both have a device called a driver that attaches like a belt. When they insert a Gaia Memory into the belt, it allows them to transform into Kamen Rider W. Phillip's conciousness is transferred to Shotaro's body, and the two of them fight together. Phillip controls the right half of the body while Shotaro controls the left. This allows them to basically be super heroes and kick ass. Depending on what memories they use, they can mix and match for different power combos. Shotaro's signature memory is called "Joker" while Phillip's is "Cyclone". (If you want more info on this scroll down and it lists stats for all the combos using all of their combined memories.)
Shotaro is also in possession of the Lost Driver. It's a driver that allows him to transform without Phillip into Kamen Rider Joker. The Joker Memory focuses on buffing strength and agility so most all of Shotaro's attacks and special moves are based around kicks or punches.
[Other Important Facts]: So obviously the Drivers are going to be toned down to reasonable power levels in this game, if they're allowed to keep them (Which I think they are since you guys said they would come in with weapons they would have one them and this counts)
The other thing of note is that when both Sho and Philip are wearing the belt, they are mentally linked and can communicate telepathically.

[And then there's a pause. Sho's done, but he hasn't shut the journal.]
Oi, Akiko, whoever heard of a pirate detective agency? It sounds ridiculous just saying it out loud! Pirates are technically criminals, anyway! Akiko! Are you listening?! Philip, tell her-
[And then it actually goes quiet this time.]
